ELENA SIERRA

Elena M. Sierra is the Executive Director of The Transportation Alliance (TTA) and the TTA Foundation, where she leads strategy, governance, and industry engagement for a national community of private-sector transportation providers and partners. Her work sits at the intersection of policy, operations, and people—helping members navigate complex regulatory environments while building a stronger, more connected industry.

Elena is known for her ability to turn big, hard-to-navigate challenges into clear direction and forward momentum. She works closely with boards, volunteers, regulators, and policymakers to create space for honest conversation, practical solutions, and long-term impact. From shaping advocacy priorities to overseeing national conferences, leadership programs, and foundation initiatives, she brings a collaborative, steady hand to everything she touches.

At her core, Elena is a relationship builder who believes that good governance, financial discipline, and transparency are non-negotiable—and that associations work best when people feel heard, respected, and supported. She holds a Bachelor of Arts in International Affairs with a concentration in Global Health and a minor in Public Health from The George Washington University, and lives in Virginia with her husband and their cats.
